Seizure of cash and kind goes up

ITANAGAR, Apr 05: Flying Squad and Static Surveillance Teams operating in the State under Election Commission of India to control violation of Model Code of Conduct have made seizure of cash Rs. 2,00,000 (Rs Two lack) only, IMFL 750 ML 24 Bottles, IMFL 180 ML 33 Bottles, Beer 650 ML 05 Bottles, Local Dao 12 Nos, Pamphlets 7100 Nos, INC/BJP Flag 1009 Nos, Muffler 39 Nos, Posters 1500 Nos and Sticker 700 on April 4.

Since the operation of MCC a total cash Rs. 2,34,00,530 has been seized so far. Huge number of party flags, manifestos, pamphlets, stickers, blankets, local daos, arms and ammunitions etc were also seized till date, according to  release issued by State Nodal Officer.

 

Bazaar committees urge authority check double voting

ITANAGAR, Apr 05: A joint meeting of Banderdewa Bazaar Welfare Committee (BBWC), Arunachal Pradesh and Banderdewa Babosaik Santha, Assam was held under the initiative of BBWC General Secretary Kipa Hipik to discuss regarding possible double voting at both Assam and Arunachal during the upcoming election by some unscrupulous electors of Assam, who are living in Arunachal Pradesh with different occupations.

Arunachal goes for polls on April nine while the first phase of parliamentary election in Assam will be held on April 7.

The meeting appealed to the electors, especially from Assam, to refrain from such double voting which is a serious offence. The meeting further expressed apprehension that such kind of illegal practice may create tension which may ultimately affect the normal life of common people of both the states living in the inter-sate boundary. They also appealed to the law enforcing authority to keep a hawk’s eye on such double voting.

 

Cash & materials seized

YINGKIONG, Apr 05: Flying Squad Team led by ARO Jengging Nikita Panggam CO-cum-Nodal Officer along with Gegong Jijong, OC and other police personnel seized Rs. 3,10,000 only from a person in between Bomdo and Janbo on the Jengging-Tuting road  on April 4. On the same day Yingkiong Static Surveillance team led by Nancy Yirang, CO along with Police personnel seized one bike - Bajaj Pulsar and 8 number of Daos and 6 number of  Wishky RS Bottles (full) at check point Yingkiong. Meanwhile Yingkiong Flying Squad Team today seized beer 996 bottles, whisky R.S 324 bottles (full) and I.B half 15 cases at Yingkiong. DIPRO

 

Special training for presiding officers held

ZIRO, Apr 05: To ensure an error free election a special training for presiding officials and 1st polling officers of 16 Yachuli and 17 Ziro Hapoli assembly constituencies was held in Abotani Hall, Hapoli yesterday. The entire process of EVM preparation, data capturing, ceiling of election papers etc were thoroughly revised. Also the 3rd and final randomization of polling personnel for assigning polling stations was completed today in the presence of DEO, General Observers and DIO(NIC). DIPRO

 

Liquor monitoring team seals 4 more wine shops

AALO, Apr 05:  The Liquor Monitoring Team led by T Ngomdir, Superintendent of Tax & Excise, Aalo along with excise officials have intensified the monitoring process to enforce MCC on liquor and taken possession of the liquor stocks and sealed the premises of Retail Wine shops M/S Tutem Wine shop, M/S AAA Wine shop, M/s GBB Wine shop and M/s D P Wine shop for violation of ECI directives on liquor monitoring today. Cleanliness drive in NERIST

ITANAGAR, Apr 05: The students of North Eastern Regional Institute of Science and Technology (NERIST) in collaboration with National Service Scheme (NSS) unit organized a cleanliness drive in the institute campus. Students from all the states of North East and other parts of country studying in the institute actively participated in the campus cleaning drive under the guidance of faculties. The work was distributed state-wise.

CS visits Pasighat General Hospital

PASIGHAT, Apr 05: The Chief Secretary of Arunachal Pradesh, Ramesh Negi along with Commissioner Home and vigilance, Secretary Planning and Director of Food & Civil Supplies on the way to Itanagar from Vijaya Nagar dropped at Pasighat and visited the lone ISO certified General Hospital at Pasighat.

During his maiden visit, the CS inspected ICU, Casualty, Blood Bank, Laboratory, OT, Pay-Cabins, general wards, hospital kitchen and nursing school and appreciated the hospital authority for proper maintenance of sophisticated equipments and cleanliness in and around the hospital. He observed that the hospital needs some reasonable funds to carry out maintenance of various infrastructures (civil works) in days to come and one Gen-set and one Line transformer to tackle all odds related to power supply.  Earlier, the CS’s team was  given warm welcome by the DC Nidhi Srivastava, Jt. DHS Dr. Kabang Lego, DDHS Dr. N Ninu and doctors, nurses and staffs of the hospital.  DIPRO

 

The 2nd round of inspection of expenditure register of candidates conducted

KHONSA, Apr 05: The second round of inspection of shadow observer registers maintained by the Assistant Expenditure Observer and his accounts teams and the day-to-day expenditure registers maintained by the contesting candidates or their Election Agents were carried out smoothly in DC’s conference hall, Khonsa  on April 2.

All the candidates’ election agents of 54-Namsang, 55-Khonsa East, 56-Khonsa West, 57-Borduria-Bogapani, 58-Kanubari, 59-Longding-Pumao and 60-Pongchao-Wakka Assembly constituencies reported for inspection. They got their expenditure registers checked and signed by the Election Expenditure Observer except 2 candidates, namely,  Pongsa Saham, NCP from 59-Longding-Pumao and Thangkai Khusumchai, NPF from 60-Longding-Wakka Assembly constituencies.

In the meantime, the 2-day election training for the polling officials has concluded today. The training was imparted by the master trainers.  All other poll related preparations are going on in full swing in Tirap and Longding districts under the supervision of the DEO.  DIPRO

 

Observers and DEO brief the Micro Observers

PASIGHAT, Apr 05: Training of Micro Observers for the upcoming simultaneous Elections was conducted today on in the Conference Hall of Siang Guest House, Pasighat. General Election Observer (Assembly Election) HK Behera and the Deputy Commissioner-cum-District Election Officer Nidhi Srivastava were present and jointly addressed the members. Duo advised them to be well acquainted with every tits and bits of conduct of election in the polling stations before leaving for their respective polling stations so that they would not only act as representatives of the General Observers but also be able to guide the Presiding officers in case of any difficulty arises during demanding times. Micro Observers have been advised to watch the election process at the polling station minutely and report forthwith if any violation of election process at the polling station is noticed. The Election Observer attended to numerous queries raised by the enthusiastic trainees and explained in detail about the dos and don’ts of conduct of election by being a part of the Election Commission of India.

Master Trainers/Resource Persons  Dr. DP Panda and Dr. J R Padhi deliberated on the basic aspects of electioneering and dwelt at length on the responsibilities of the Micro Observers right from the time they reach their assigned polling stations and till they depart. The Resource Persons while imparting training to the appointed Micro Observers, explained on operations of EVM, mandatory account on mock poll before the actual poll, filling of Forms 17A, 17C and micro observers report etc. DIPRO

 

Polling materials issued, pb casting enters second day

BOMDILA, Apr 05: The EVMs and other polling materials were issued today to the first six polling teams who have to journey the farthest on foot up to thirty kilometers from the road-head. Incidentally, 6-Thrizino & 7-Bomdila has the highest number of polling stations in the district which has to be covered on foot.

Polling materials for the other 21 polling stations which also has to be covered on foot would be issued tomorrow.

On the second day, a total of 316 for the Assembly and 343 postal ballots for the Parliamentary elections were cast at the PB casting centre, Bomdila.

In order to ensure error-free poll on 9 April, DEO AK Singh and ADC(Eln) P Sora in the meeting with the Sector officers, Micro Observers and the Presiding officers at Indoor Multi Sports Complex, Bomdila today, reviewed the duties and responsibilities of the concerned with power point presentation.

Singh advised to do away with the Why me concept, if any, and asked them to get in the job whole-heartedly in order to justify the responsibility and the faith reposed upon them. DIPRO

 

NHPC receives ‘Best Value Creating Miniratna’ award

ITANAGAR, Apr 05: NHPC Limited  has been adjudged the winner of the award for ‘Best Value Creating Miniratna’ at the 5th DSIJ PSU Awards.                       

ABL Srivastava, Director (Finance), received the award on behalf of NHPC from TKA Nair, Adviser to Prime Minister of India in New Delhi on April two.

 The awards were given on the basis of net sales, operating profit, net profit and balance sheet size, according to an NHPC release.

Over Rs 1.84 crore seized by police at Yazali check gate

ITANAGAR, Apr 05: In a major haul just few days before election, Yazali police personnel led by officer in-charge Inya Ete and SI Tado Hassang this early morning seized a record amount of Rs 1, 84, 93,000 from a Fortuner bearing registration number AR 01E 6975 and a Scorpio bearing number AR 1G 1094. Incidentally one of the vehicles was issued permission for use in election campaign by the Returning Officer of 16 Yachuli and 17 Ziro Hapoli AC  on 2nd April, 2014  to  Likha Saaya , contesting INC candidate from 16 Yachuli AC .

The police team intercepted the vehicles at Pitapool near Yazali at 3 am and managed to stop the vehicles at Yazali check gate after a good chase. On thorough checking the money was found stashed in the spare tyres of the two vehicles. The amount has been sealed and put up in the treasury. Both the vehicles have been seized and the police authorities have been instructed to lodge FIRs. The drivers have also been taken into custody and their statements recorded.

This is a record seizure after the implementation of model code of conduct. Also the Static Surveillance team of 17 Ziro Hapoli seized Rs 1 lakh and 9 mobile phones last night.

Meanwhile according to report in Assam based television channel IGP Satyender Garg has informed that personal security guard of INC candidate who was accompanying the cash has been suspended. (DIPRO and ATNS)

 

 

AITF urges electorates not to vote for NPF candidates

ITANAGAR, Apr 05: The entry of Nagaland People's Front (NPF) into Arunachal Pradesh's political arena has stirred up a controversy with many people airing their strong opposition against it.

Terming NPF’s move into the state’s assembly election as a serious problem, the Arunachal Indigenous Tribes Forum (AITF) has appealed all the electorates not to vote for any of the candidates representing the party.

Blaming the Election Commission of India (ECI) for allowing NPF’s entry into the state, Chairman, AITF, Bengia Tolum said, “when it is a known fact that NPF has been formed only for the inhabitants of Nagaland, how could the ECI allow its entry into our state which is a non-Naga state.” “Is the ECI trying to make us Nagas? ECI should have read NPF’s bye-law carefully before allowing them to enter our state,” he lamented asking for the immediate withdrawal of ECI’s order. AITF has submitted a memorandum regarding the same to the chief minister, Election Commission of India through the CEO, president of India, PM and MHA.

Armed with the bye-law of NPF, he said that the party is purely for the interest of the Naga people and should be confined to the state of Nagaland only as it is mentioned in the bye-law that only citizen of Nagaland can be the member of the party.

“As it is mentioned in the bye-law ‘any citizen of Nagaland can be the primary member of the party’, how come they are entering into our state as everyone in Arunachal is a bonafide citizen of India and not of Nagaland. NPF is detrimental to other communities other than the Nagas,” he said.

AITF also called upon the political parties to speak out their views on NPF.

Ex-officio member and president, Galo Welfare Society, Dr Emi Rumi terming it as a contentious said, “The onus is with us, people of Arunachal, to stop this dangerous movement.”

“We fear that it has a long term hidden agenda,” added General Secretary, Montu Mossang.

 

 

BJP demands deployment of adequate forces for free and fair polls

ITANAGAR, Apr 05: Bharatiya Janata Party (BJP) Arunachal Pradesh has urged the Chief Electoral Officer (CEO) to declare assembly constituencies which were declared uncontested as  hyper sensitive and deploy adequate para-military forces to ensure free and fair election process.

In a memorandum to the CEO, the BJP state unit president Tai Tagak said that there is every possibility of strong rigging in the seven constituencies (out of 11) which were declared un-contested.

While reminding party’s earlier complaint regarding “foul play behind the withdrawal of nomination by eleven Bharatiya Janata Party candidates from the fray after filing nomination under mysterious circumstances”,  Tagak, who called on the CEO today also expressed  disappointment over ‘non-intervention or lack of action’ to its complaint  regarding ‘unjustified notification of withdrawal of candidature of Nabam Tade.’ The party also demanded video recording of  polling process  by election observers.

Rigging and poll related violence is also feared in Itanagar Assembly Constituencies, the party said while demanding special attention to the trouble-torn Tirap, Changlang and Longding districts. “It has been reported and noticed that the state Police and administration have also spotted Arms and ammunition in the vehicles of leaders of some political parties and active involvement of rebel outfits may destroy the atmosphere for free and fair election process,”  the Party said and requested the  CEO to intensify  vehicle checking drive across the state.

Meanwhile, the CEO has informed the party that 128 booths have been declared critical and sensitive and the central paramilitary forces have been deployed in large number of booths. Moreover 1358 digital cameras have been placed at 1358 booths across the state, a Party release said. 424 micro observers from the Center have been deployed and 127 booths (most of them under Itanagar constituency) have been fixed for web casting, the release added.

 

 

Cong intensifies election campaign in state

ITANAGAR: Apr 05: Yesteryear funny man of Bollywood, Govardhan Asrani, popularly known simply as Asrani continued his campaigning for the Congress and addressed huge rallies at Seppa (East Kameng), Bomdila (West Kameng), Sagalee (Papum Pare) and Naharlagun (Capital) with élan.

The energy, however, concentrated on hailing the Congress and dissecting the opposition, particularly BJP. Lambasting the main opposition party and its Prime Ministerial candidate, Narendra Modi, Asrani labeled Modi as someone without any reason begging to become the Prime Minister of India. “I ask them (Modi and team) what makes Modi qualify to become the Prime Minister? What is his background? What sacrifice has he made except for remaining a bachelor?” Asrani questioned in his inimitable style.

He claimed Congress is a party, whose leaders gave supreme sacrifices and pointed that while Indira Gandhi and Rajiv Gandhi sacrificed their lives, Sonia Gandhi and Rahul Gandhi sacrificed the most powerful post of the country.

“Your one vote is a golden coin. You have two service providers. One with only hatred, divisive policies, false promises and one with commitment, secular policies and a proved history of sacrifices. Don’t waste your golden coin. Invest it on the later,” he appealed.

Chief Minister Nabam Tuki and Arunachal West Lok Sabha candidate Takam Sanjoy also addressed the rallies as electioneering in the state entered the final phases.

Tuki read out the commitments of the Congress party if it comes back to power and appealed the electorates to judge themselves and not get carried away by high sounding speeches and advertisements of the Opposition. He reiterated that there is no enmity with any individual candidate but in politics, he said, the battle of ballots has to be fought on the basis of party ideologies. “And when ideologies come into the battle of ballots, enmity has to be considered on party lines only,” Tuki observed.

“Congress has been your partner in development all these years. Today it is Congress versus the Opposition. You have to take sides and if you are intelligent, which you are, you will take only one side…the side of the Congress…both in the fight for the Assembly as well as the Lok Sabha,” the Chief Minister added.

Congress nominees Tapuk Taku (Seppa East), Kumar Waii (Bameng), Karya Bagang (Chayangtajo), Kameng Dolo (Pakke-Kessang) and Mama Natung (Seppa West) were present at the rally at Seppa, headquarters of East Kameng district. Incidentally, of the five Assembly seats from the district Congress has already won in two unopposed – Seppa West and Pakke-Kessang. At the Bomdila rally, aspirants R T Khunjuju (Bomdila), T N Thongdok (Kalaktang) and unopposed nominee Phurpa Tsering (Dirang) were present while Sagalee witnessed a one-way campaign for Lok Sabha candidate Takam Sanjoy. Tuki has been already declared unopposed from here.

Campaign heats up as polling nears

RUKSIN, Apr 05:With four days to go for the polls, the ruling Congress party and opposition Bharatiya Janata Party (BJP) have intensified their election campaign in four assembly constituencies under East Siang district.

After Chief Minister Nabam Tuki addressed couple of election rally at Ruksin in Pasighat-West constituency, the opposition BJP too conducted a mass rally at the same place to woo voters. Bigwigs of both political parties are making their ritualistic promises to solve the burning problems of Pasighat-West if they come to power.

Election will be held for four constituencies out of five, namely 35-Pangin, 36-Nari-Koyu, 37-Pasighat West and 38-Pasighat East seats as the Congress candidate for 39-Mebo constituency Lombo Tayeng was declared uncontested.

The Congress and BJP are fielding their candidates in all the constituencies in the district and there will be straight contest in three seats, while Pangin constituency will witness triangular contest. There are nine candidates in the fray for the assembly polls in the district.

The district administration has almost completed the poll related activities in the district. About 60,800 voters will exercise their adult franchise in 153 polling stations throughout the district on April 9. The authority has identified 48 poling booths as 'sensitive' and 47 as 'hyper-sensitive'.

Pasighat-West constituency comprising Ruksin, Bilat and Sille-Oyan has 12,310 electors including 6367 female voters. The number of electors in other segments is Pangin - 12, 539, Nari-Koyu-6,943, Pasighat East- 19,055 and Mebo- 10,068.

The number of polling stations constituency wise is Pangin-45, Nari-Koyu- 30, Pasighat West-26, Pasighat East-33 and Mebo -19.

 

 

Movement of polling officials to polling stations starts today

ITANAGAR, Apr 05: Movement of polling personnel to polling stations in Anjaw district will start in batch-wise tomorrow.

In view of bad weather and rough geographic location, the first batch of polling teams for 51 polling stations are scheduled to leave in advance for their respective polling stations under Kibithoo, Walong, Chaglagam and Hawai circles tomorrow.

Of those polling stations, Glotonglat and Pailiang (Doringko) polling stations are difficult to reach as the polling officials will have to march on foot for about five to eight hours on rough hilly terrain along with their polling materials. The polling officials of 22 polling stations would move from Hayuliang on April 7 and the teams of eight polling stations on April 8.

On conclusion of the final round of election training for polling personnel at Hayuliang, the Nodal Officer (Training) asked all the polling officials to perform their duties with sincerity,

Earlier, Deputy Commissioner cum District Election Officer Duly Kamduk formally commissioned the EVMs for the ensuing Parliamentary and Assembly Election in presence of General Election Observer D.Satapathy and Expenditure Observer G.Sharma and the representatives of contesting candidates.

The security personnel on election duty for Kibithoo, Walong, Hawai, Chaglagam and Goiliang circles have already left for their respective places of deployment after a briefing by the Anjaw SP.

Meanwhile, the Liquor Monitoring Team has sealed one wine shop at Khupa for illegally selling liquor beyond the permitted business hours and a penalty of Rs.5000 was imposed on the violator.

The casting of Postal Ballot for all polling personnel started yesterday in the old community hall, Hayuliang.

 

 

The election is a national duty, but funnier sides galore

An election comes once in five years.  But on many occasions the election comes earlier than that. There are no two opinions about the fact that election in India is a huge exercise that involves millions of money, machineries and manpower. Almost all the government employees belonging to both the central and state governments are pressed into service during the election that carry out different duties which are all important and condition sine qua non for a successful polling. It may be mentioned here that during the election all the government employees are under the direct control of the powerful ECI. They all have to strictly adhere to the strictures passed by the ECI. The preparation for any election is a huge and strenuous job and most of the work will have to be completed well in advance to avoid last minute complicacies. The hardworking and duty-loving sincere government officers and officials work round the clock on a war footing to keep all the things in readiness for the polling day. No one from class-I officers to Grade-D staff is exempted  from carrying out election related duties. These days the paper work has increased manifold thanks to the many new and innovative steps initiated by ECI to ensure the elections more participatory and free and fair. Hence, the work of the government officials has also multiplied. Most of them work with utmost sincerity often foregoing lunches and afternoon siesta. However, the greatest responsibility lies on the DEO who is in a way the captain of the ship. If something goes wrong in the electoral processes, he is held answerable. Apart from the normal general administration, he has to oversee all the aspects of the poll preparedness to ensure that nothing was left unaddressed and unattended.

But amidst all these talks of serious work, preparations, sincere workers, sleepless nights etc, there are also many habitual escapists who want to get exempted from election duties at any cost. Such people first go to the notice board where the lists of names of polling officials are displayed. The moment they find out that they had been deputed election duty in a remote or far-flung polling stations, they start having all kinds of diseases. They first rush to the manpower management cell and try to reason with them saying that they are suffering from Blood Presser, Diabetes,  Epilepsy, Measles and all kinds of diseases that the manpower management officials had never heard before. They go around and manage all kinds of medical certificates just to escape from polling duties. However, the height of escapism surfaces when some of them suddenly find themselves in ICU in Assam’s Nursing Homes. After failing to convince the manpower management officials, these habitual escapists do not give up and approach the DEO, the highest authority. The final decision is left to the DEO.

It is rather intriguing as to why some officials try to shy away from a national duty like the election. They should take it as a privilege and an honour to conduct an election. Its great fun going to the polling stations situated in the villages with one’s colleagues. It’s like a picnic or an outing. These escapists should realize that elections are not held every day. They should enjoy doing a national duty. When I was young working in East Kameng district, considered one of the hardest places of posting those days, I had conducted two elections as Presiding officer in interior places. We had to walk for hours crossing hills and valleys. I used to enjoy going to the interior places for conducting elections. Those days, people were also innocent and very warm. Goats and chickens used to be very cheap so, we used to buy and enjoy. Very unfortunately, during one  of the general elections, late Rajiv Gandhi was assassinated and we all were called back without conducting the polls. The government officials must consider the election duty as sacred and a privilege. They should not look for excuses rather they should accept the challenge and prove that they are capable of conducting a poll smoothly without any bias. RO holds coordination meeting with sector magistrates

ITANAGAR, Apr 05:  A coordination meeting was held in the Office of the Deputy Commissioner, Itanagar Capital Complex Mige Kamki with the sector magistrates and police personnel with regard to the arrangement of the ensuing simultaneous election.  Presiding over the meeting, the DC-cum-RO asked all the sector magistrates and the police personnel to work in coordination with each other so that law and order is maintained and the election process takes place in a free and fair manner. He also asked the magistrates to properly assess the situation of each polling station under his jurisdiction with regard to Election Management, Polling Process, Model Code of Conduct and other important aspects of elections and provide the report to him. “I believe all the sector magistrates appointed are senior and well experienced officers and will perform their duty with dedication,” he stated.

The SP Capital SP Kuruvilla briefed on the security arrangement and the deployment of security personnel at each polling station. Explaining the security arrangement, the SP informed that in every polling station adequate security personnel would be deployed along with lady constable wherever possible so that there is no breach of law. He also informed that every sector magistrate would be provided with a patrolling team and additional forces for any kind of emergency. Later, the magistrates also shared their suggestions and grievances with both the RO and SP.

Earlier, in the morning the EAC cum Aero Itanagar Jiken Bomjen in a small meeting had briefed polling attendants and reserved polling attendants of 13th Itanagar Assembly Constituency on their role and also provided them with details of their polling station.

 Simultaneously at Siddhartha Hall Itanagar the process of issue and casting of postal ballot of the staff engaged on election duty which started yesterday continued till 5pm in the evening. Also the polling personnel drafted for Kurung Kumey district dispatched from the Hall in the morning. DIPRO

 

 

Nagaland CM campaigns for NPF candidates

ITANAGAR, Apr 05: Notwithstanding strong opposition from various NGOs and students’ union to entry of Naga People’s Front (NPF) in Arunachal’s politics, Nagaland Chief Minister Neiphiu Rio along with some of his cabinet colleagues campaigned for NPF candidates contesting in Arunachal Pradesh assembly election.

Addressing an NPF election rally at Lazu for Khonsa West (ST) assembly constituency candidate Phawang Lowang yesterday, Rio stated that the Naga people irrespective of their political and territorial differences should first understand their identity and come together for a political settlement.

“Whether they are from underground or over ground they need to come together and fight for our common goal,” Rio said, while stated that Phawang Lowang and all other contesting NPF candidates in the Arunachal Assembly election will be recorded in the Naga history.”

The Nagaland Chief Minister made a strong appeal to all the ‘over ground’ and ‘under grounds’ to respect each other and they should not be an obstacle in achieving the common goal of long-pending political issue of the Nagas.

He stated that going against the NPF means going against the Nagas as NPF is a Naga political party.

Alleging that some ‘under ground’ personnel were creating problems against the NPF candidates of 56th Khonsa West (ST) constituency, he requested the gathering to not lose heart. He said that he will take the matter seriously when he goes back to Dimapur and action will be taken against those culprits.

Rio, who himself is contesting in the LS election, expressed the confidence that five to six candidates out of 12 regional party candidates contesting in the ensuing election in North East will win election. He also said that NFP is forming alliance with BJP and the NDA will emerge victorious.

Alleging that some supporters of the INC candidates were trying to disturb the NPF rally at Lazu, Rio said that four persons of Lower Chinhan village were physically assaulted on April two for allegedly extending support to the NPF candidate by some miscreants. They were even threatened of dire consequences if they do not cast vote in favour of the Congress candidate, he claimed.

While appreciating the stand of NCSN (IM), who reportedly took decision to maintain the principle of free and fair election, the Tirap unit of NPF appealed to the authority concerned to take appropriate action against the violators of the decision of their own ‘government’.

Rio was accompanied by Azo Nienu, Minster for Road and Bridges, Pangteang, Minister for Tourism, Naiba Konyak, Advisor DUDA and C.L John, Parliamentary Secretary (Rural Development) and Abu Metha, Press Secretary to Chief Minister.

The rally was well attended by a huge crowd of NPF party supporters. The press statement was released by Tirap unit of NPF.

It is worth mentioning here that Students’ Union Movement of Arunachal (SUMA) has been opposing the entry of NPF in state’s politics. It recently organized a rally in the state capital protesting the participation of NPF in the assembly election.

 

 

Tirap-Longding DEO convenes micro observer meeting

KHONSA, Apr 05: A meeting-cum-training of micro- observers for the 7 Assembly constituencies in Tirap and Longding districts was held in DEO’s conference hall today in which all the Micro-Observers attended.  

While addressing the participants, Tirap Deputy Commissioner and DEO for Tirap and Longding districts Kamlesh Kumar Joshi threw light on the importance of the role to be played by the Micro-Observers during the ensuing twin elections and asked them to be well-versed with all the intricacies and various facets of the work they will have to carry out.

The DEO told the participants that owing to limited resources some arrangements had to be made to utilize the limited resources available at his end judiciously. He said that there was no provision for vehicles for individual observer, their movement to the polling stations had been arranged with the Sector Magistrates, that a separate vehicle would be provided to those observers who had been assigned duty in more than one polling stations and the Micro-Observers should invariably report the gross anomalies if any in the polling booths using camera, video etc. The DEO also spoke at length on other important aspects of the duties to be performed by the Micro-Observers.

While interacting with the Micro-Observers, J C Chudasama, IAS, General Observer for the seven Assembly constituencies of Tirap and Longding districts re-iterated that upto  20th May all were under the deputation of ECI and they will have to work under the direct control of the ECI, violation of which would invite action and said that each Micro-Observer must reach the polling station an hour ahead. He said that all malpractices if found should be instantly reported to the DEO adding that a mock poll be conducted before the real voting and that signatures be obtained from the polling agents. Chudasama explained the other strictures to be followed by the Micro-Observers. He asked the Micro-Observers to work in close co-ordination with the DEO and the Sector Magistrates. The General Observer also highlighted the immense responsibilities of the Micro-Observers and urged them to carry out their duties meticulously with utmost sincerity to ensure a successful poll. Micro Observers trained for effective vigilance

ZIRO, Apr 05:The casting of postal ballots for officials drafted for election duty was completed today at the Multipurpose Stadium, Hapoli. A total of 215 postal ballots for 16 Yachuli and 569 for 17 Ziro Hapoli was casted. Another 78 PBs were casted for other constituencies.

Earlier the micro-observers were trained under the watchful eyes of the DEO and General Observers of Assembly Elections Sri Sri Nawal Kishore, BAS and RM Jadav, IAS General Observer for Lok Sabha elections. The observers dealt in detail regarding the role of micro observers. They were asked to report at the polling stations by 6 am on the polling day to witness the mock poll and observe minutely the EVM settings.

The micro observers (MOs) were given instructions on how to operate the EVMs. The guidelines issued by the ECI also were discussed in details. It was followed by an interaction session were the MOs queried their doubts and got clarifications from the observers.

As the polling day is nearing hectic preparations are being made by The District Administration. The polling parties for 16 Yachuli will be dispatched on 7-04-2014 as few polling stations can be reached only by foot march. Two days of foot march will be required to reach Nama and Harak polling stations and Loth, Koyam, Dilli, Yoizat, Liniya, Sito, TakamPosa requires one day on foot. The polling parties for 17 Ziro Hapoli will be despatched on April 8. DIPRO
